“It having appeared to this Court, that the time appointed by law for the purpose of registering the names of free persons of colour in the office of the Clerk of this Court had elapsed before the law had reached the Clerk, so that the same would not be done within the time prescribed, upon motion it is ordered that the Clerk do proceed to open a book; [word] to register the names of all free persons of color making application in conformity to law commencing on the first of July 1819; and that he do also advertise the names of such persons for the time specified in said law.”
